Dip stick seems very short. Should the oil come up into the fill tube. On his one it would have to to reach it. Should it be checked running or of. Thanks

On my 544G machines, the dipstick seals the tube (with a twist compression seal). So, first removal of stick almost always shows nothing.
Remove stick, count to 10, reinsert, remove and check.
I think, to answer your question, yes, the oil level is "up" the fill tube a bit.
