I've ran into this on the D's, possibly on a C as well since their interiors are very similar. There's a switch on one of the overhead consoles. Can't remember what its labled, Aux maybe? Anyways when its switched on, 2 speed gets disabled. Maybe try checking the switches on the consoles first.
