I have a JLG 60HA which has started having driving issues. It seems as though only one of the two drive wheels is functioning. It will drive on pavement fine but as soon as it goes in the dirt one wheel will spin and the other just sits there. Is there a way to check the drive motor for the wheel?

Welcome DaleD. Start with the simple stuff, check all the drive related toggle switches in the basket and make sure they are all working. Sounds like it might not be coming out of high speed/2 wheel drive.

Your 60HA is 4wd, right?

It’s just 2 wheel drive. It seems like the left wheel drives but the right wheel doesn’t

between the drive motors in the center of the chassis you should find a square block. Two drive hoses running into it, four hoses running out of it. It's sort of a flow divider. Its job is to divert the oil flow to the wheel that needs it most. They were never perfect, but it sounds like yours is messing up more than normal. It is also very possible to have a broken shaft on your right drive motor. You could cap the hoses to the left motor, forcing all the oil to go through the right motor. That would tell the truth probably faster than anything.
