I need help and or advise. My 1066 ih tractor lost power on its power steering . it turns but very weak, needs more more rpm than normal. noticed that pto was actually actived and can't deactivate now. Please advice. Joe

the steering sounds like pressure relief valve spring problem in the MCV body , the pto sounds like a linkage issues .
go to REDPOWER magazine and ask these questions you will get info on tracking down the problems

Those are two totally different systems. The PTO is its own self contained system with its own pump. If the problem is not the linkage the whole unit comes right out the back.
The steering pump about the last thing to come out of the front of the transmission. They can loose prime and are worse to do that in the winter. That pump also operates the brakes. Do they function when the steering is slow?

Brakes do operate. Before steering stopped operating I had a big leak that I fixed and refilled oil. I removed the steering piston and drained or purged it and reinstalled it. It worked better for about 30 minutes or so than started to jam again. I'm thinking that I didn't flush the hydraulic lines that connect to piston and there must be trapped air in them.

If the big leak was the steering cylinder I suspect you have an internal seal problem with that cylinder. They will bleed themselves out.

A few things to look at; I'm not going to berate you but have you changed the filter lately? Those have 2 pumps pulling through one filter with bypass screen and the weaker (usually steering) pump will starve out first if filter is clogged. I've had to test them without filter to get steering working before as it was weak and wouldn't draw against hitch pump. Second is a stuck priority valve in the MCV. It is behind the 1" plug on right side above 5/8" plug. It has to come out to get a wrench on larger. It may be stuck or binding and always gives priority to TA. A 1/2" nail style concrete anchor works well to pull them and then polish. Lastly would be it may need to be bled. One would think a gear pump would self purge but they won't. Turn the aforementioned 5/8" plug out until 1 thread turn holds it in and start it. As soon as air free oil comes out, lock it down. I've had old leakers that I've installed easy bleeders in as they would lose prime after sitting. Most owners run them 5 gallons over to keep everything submerged.
Will PTO turn a load or is the shaft just turning? There are 3 pin brakes to hold clutch drum that when worn out, will allow the drum to turn when the oil is cold and discs are dragging. I've lost count of how many of those units I've worked over. There is a big spring on the piston return in the clutch that must be compressed on dismantle or it will go off like taking the band off an air brake canister...
