Cold weather operations, Tak 135

Is there something I am missing here, have a Takeuchi 135, 2007, any amount of cold and it will not start. Is there some magic switch that I should be using when the temps get below 30?

pre heat is turning key to counter clock wise. My 135 has really never needed to pre heat at temp higher than say 30 deg f.
