Is they're supposed to be anything inside of the air cleaner pre-cleaner? any kind of filter element or is it just open like this?

It's off a 67 case 580ck 188 diesel

If that is the cap, it's just an air intake with a debris screen. It goes on just as it is.

You should have an air filer element inside the housing behind this cap, if not ,your machine will suck in dust and grime and you will be overhauling it shortly.

The 580CK has an oil bath air cleaner below that cap. As already stated, the cap keeps the big chunks out and the oil bath filters out the dust. Properly maintained, these are simple and effective.
