that would be a operations issue, not ES&H issue.
My daughter's boyfriend, a college kid with a fresh masters in pubic administration has been promoted from grant writer to supervisor of environmental compliance of a midsized Texas border city. He is just learning what EPA and RCRA means and he is over the entire solid waste/waste water treatment, including staff.
Pray for his soul...
