Calcium Chloride. Using a spreader, like placing seed or fertilizer, it absorbs moisture out of the air and applies to the surface.

Around here they use use calcium chloride on our gravel roads. Usually an annual application. Some counties and cities use beet juice for both dust control and road de-ice pretreat. It doesn't last quite as long as calcium though. Also may want to look into Lignin Sulfonate. Not sure if any ise it local but it can be used to stabilize the road if mixed with the top 2-3 inches or sprayed on top for dust control.

Around here, there is plenty of salt brine from gas wells that must be hauled away.
It get's sold for dust control in the summer, and ice melting in the winter.

On gravel roads they have been mixing shredded shingles into the rock. Over a 30% reduction in dust vs. chloride treated.
