cat 428D no power steering

i got cat 428D backhoe 2003 BMT02630 and now sometimes my power steering not working. 80% times not working, espacially with full front bucket, tires are ok, sometimes it comes back when i lift/make a move up or down front bucket. friend told me it might be a hydraulic pump, but other hydraulic systems work just fine, or priority valve / seal o ring but what excatly and where is it ? or sealing in cylinder under front axle, the one for turning... any suggestions how to chceck it/diagnose it, ?
