does it stop drifting down when you raise the safety lever and shut off the pilot controls?

Also, to stop any confusion, when the bucket cylinder is extended the bucket is in the curled position. If i interpret you correctly, what you're saying is the bucket drifts back down which means the bucket cylinder would be retracting while drifting.
Or does the whole boom drift down when you poke the bucket all the way out?

When the bucket cylinder is retracted (bucket extended out, not curled) the bucket slowly drifts downward so the cylinder is essentially drifting outward. Bucket drifts towards the curl direction.

OK.
Start the machine cold.
Let it warm up and do nothing.
Once it has warmed up the hydraulics, pick up the boom and stick, then hold the bucket in the curled position in bypass.
If the cylinder is leaking internally, it will warm up.

Skyking's question in post #2 is important, that can rule out a leaking pilot solenoid and the electrical side of things.
If you can establish the cylinder isn't leaking internally, try swapping these line reliefs...

Attached maybe of help, be aware that the boom & arm has creep prevention, whereas the bucket relies totally on the spool fitting in the slice. This results in a higher leakage for the bucket, checking the creep rate against specifications may save a lot of unnecessary work.

I raised the safety lever and the bucket continued to drift towards the curl position.
