Back stear cilinder needs maintanence. Very difficult to remove it from axile. Better roll the axile out, save more time and peace of mind. Lift backhoe on from surface put gear forward drive go out and watch if back wheels turn on their own. If they turn on their own it is cycilnder. If not try to check stear control valves they are right above the back axile, very easy accsess. and very easy to remove. and replace.

I forgot to tell you when checking stear you should put it on a two wheel stear. When issue is with the valves, it only won t respond correctly to . So my guess is, that it is cylinder issue. There is other way to check the cylinder issue. You should unfasten hydraulic power lines from stear cylinder. and put rubber plugs to block the passage of hydraulic fluid in the cylinder. And fasten it back. Well and try to turn the back wheels sideways with you hands with the help from someone from outside. the idea is that if you can turn it with the hydraulic fluid blocked it means that issue is inside the cylinder сuffs are worn out and they don t hold fluid propper. I do hope you got what I mean. Sorry for my bad language.
