Komatsu d31s-17 float problem

I recently picked up a komatsu d31s-17 and I'm unable to get the bucket to float when I push all the way forward on the lift control.

According to the manual that's how I should be able to engage float but it just keeps pushing down.

Anyone got any thoughts?

That would be a track loader then?
Have not seen any loader where the bucket would float, but the lift arms will.
There is a track loader section here.
