    Electric fan to cool engine bay

    ^^^^^ Had an excavator that would do the same thing. Tried everything obvious and while searching for a part in the parts manual noticed that I was missing some gasket material around the radiator that was allowing some air to bypass the radiator. Installed the new material and problem solved.
