Rusted bolt stuck ... no room to swing.

Asking for a friend. He has an ASV 4810. tracked skid steer.
One of the boogey wheel units is crapped out. BUT the bolts holding it to the track frame are rusted in place. I torched the nuts off so the only thing hold the boogey to the track frame are three nut less bolts. (one of the bolts was punched out) The boogey unit should drop off.
Here a photo of the trouble makers. First pic shows #1 bolt punched out. Bolt #2 is under the track frame support. Second photo is a close up of it. Bolt #4 is even more obstructed.

Any suggestions ?

Long pin punch on an air hammer and rattle em a bit even at an angle helps sometimes.

Looking at that zoomed in, you might have a hanger there at the backside. I would scarf it again if it does not give up, clean it right up flush to be sure you don't have a melted over piece holding it in.

We're trying to replace #14 circled in red, but bolt #6 is rust seized in through holes, holding the #14. ( Interestingly on the machine, Bolt#6 and nut #11 are reversed, nut is on top.) Track frame support & attaching flange, circled in blue is obstructing access to the (four) #6

I had to do one of those that had been used to load salt for years, what a mess! I think your on the right track, the bolts I got out with an air hammer then had to drive wedges under the torsion arm caps and bash the hell out of them to get the thing apart. Surprisingly after everything was cleaned up new boogey and idlers, some paint it all went back together nice.
Also the retaining plates for the wheels maybe shot or at least the bolts that hold them.
I say go ahead and get angry with it, good luck.

With the track off you cant get at it to knock whole assembly straight down?
That's the issue... The rear boogey assembly is bolted directly under the track frame support. (track is off) The attaching flange is over the bolts. Likely why the nut is on top and the bolt is inserted from the bottom. Not enough clearance to insert bolt from top. If the bolts were not rusted tight, the boogey assembly would just drop down. The front boogey was replaced previously... it was easy peasy... nothing obstructing access to bolts.

did you run any penetrating oil down it?
I'd scarf that one again, then let it cool a little, then hit it with PB blaster so the cooling draws the oil down. Go drink coffee. Come back and hit it, also beat on the part you are removing and shock it that way too.

Possibly twist the bolt head off to remove assembly and gain access ?
Along with penetrating oil, this is the next attempt. Unluckily, the boogey wheel assembly is in the way to access the bolt heads from below. Friend is going to try wrenching on the bolt heads to break the rust. AND that's what is holding the bolts and assembly... RUST ... we were able beat one bolt out... it's a through hole in the boogey assembly and the track frame.

It's off ... Impact wrench loosened the inboard bolt. Drilled other inboard bolt. Broke the head off the remaining outboard bolt. The bolt body is still stuck in the track frame cross member/ support. (second photo)
