How did you verify the fuel solenoid was on? That's a Duetz BF4M1011F, the fuel solenoid linkage is internal, not visible.

What led to symptoms?
Run out fuel?
Serviced machine?
Sat for a while?

Regardless, there is a screen under the cover on the fuel pump.
Is the timing belt intact?

Timing belt is an easy possible cause to eliminate. Remove air filter from air filter housing, while you have a helper crank engine give it a sniff of starting fluid into the air cleaner housing. If the engine comes to life momentarily, timing belt is in order, although this opens another question of how many hours since the timing belt has been replaced.

You can give it a SMALL sniff of start fluid like Willie said and see if it pops off for a few seconds. You can take the filter loose and spin the engine and see if it's pumping-fuel to the filter- that will verify the camshaft is turning. Make sure the supply line isn't stopped up from sitting first. If no fuel you can pull the supply pump and look inside and see if the cam is turning. If not the timing belt is stripped.

On the BFM1011F, all you have to do is remove the fuel solenoid and it's now in run position unless the fuel rack is stuck. Remove the fuel solenoid and see if it starts. If it does there's a manual shutdown lever next the where the fuel solenoid mounts to shut it down. Don't let it run but for a moment as oil is going to come out of that solenoid mount hole.

i believe this ,as u said above is the problem that lever just flops back and forth like the locking devise is stuck locked, how do i unjamb this?

Not really certain what you're describing. All I can say, on the Deutz BFM1011, if you remove that shutdown solenoid it puts the rack in run position. If you stick your finger in the mounting hole, about the 4 o'clock position inside the hole you should feel the plate that the shoe of the solenoid contacts. You should be able to push that plate toward the rear of the engine, then let it go, it should spring back toward the front of the engine. if that plate doesn't react like that you have a problem with the fuel rack.

maybe broken pump or spring?can it just be stuck from not running?i think this is the problem,if the lever flops back and forth [manuel lever] then lock must be locked in and not springing back?

I'm not talking about the manual lever on the outside, I'm talking about that plate inside the hole that the shoe of the solenoid contacts, you should be able to push it rearward, then it springs back toward the front of the engine when you let it go. If it doesn't do this you have a problem with the fuel rack. And yes, under normal circumstances, if you have that fuel solenoid removed, the manual lever on the outside should have a spring action, it should be held toward the rear of the engine, then you grip it, rotate the lever toward the front of the engine to shut it down, then when you release the lever it should spring back toward the rear of the engine. If it doesn't do this, again, you have a problem with the fuel rack.

Like u said.. sometimes they’re stuck from sitting..
Get a helper to spin the engine while you TRY to move the control rack..
Good luck
