944e lull throttle responce

have a electronic b cummins . the throttle acts as if it is de rated until a hydraulic function is energized then throttle is normal. is there a interface to the engine ecm from the hyd. system?maybe a pilot signal? the pump unloader valve is controlling the pump pressure correctly. the engine is not pulling down. any leeds would be greatfull.
