What might be worthwhile for your control receiver, if you are having trouble with a circuit board, is to scrub the board clean of dirt with isopropyl alcohol, then inspect the solder joints for cracking. Sometimes a control problem can be solved by reflowing the solder joints, especially those that use tin solder.
I'm still uncertain if I have an issue with the transmitter in the upper control box, or the receiver in the lower control box. Still hoping @sawmilleng will be able to verify how the 'Power Output' light functions on his receiver. If I can narrow my problem down a bit, a close look at the solder joints will be in order.
