SVL 75-2 Gas cap stuck

I just purchased a Kubota SVL75-2 with 280 hours on it. I used the ignition key to lock/ unlock the gas cap. In one key position, the gas cap spins freely without doing anything. In the other position the cap is locked in one spot and unable to turn. Which position does the key need to be in to remove the gas cap?
