Is a crane boom a suspended load?

I used to figure a suspended load had to be hanging on something. By that reasoning any line crane boom held up by wire rope was a suspended load. Any hydraulic crane boom being pinned on one end and having a boom cylinder pushing the boom up was not a suspended load.

I've done tear down and assembly on more than a couple of large cranes and excavators and always thought it odd that crane safety people were never around when that kind of work was going on.
