Cat 963 21Z Brake Pressure

Completely overhaul of hydrostatic transmission and motors, but no brake pressure. What am I missing? We have had this valve apart so many times it has zippers on it. We checked all orifices and check valves but we are missing something. Any suggestions would be appreciated.
Charge pressure is low and can't be adjusted; new relieve valve.
Main relieve valves are new, Rotating pumps hold pressure
Servo Pressure good.
Have brake line plugged so brake pistons not leaking.
Pump pressure about 425 psi
brake control valve pinned like it is suppose to be.
Obliviously we are missing something.
