CAT 312D Throttle issue

Hi. New here. Pardon my lack of etiquette.

I'm having this strange issue with the 312D. It has ran over 8k hours. Old yes. We kept fixing but now it has a problem unknown to us.

The throttle isnt working properly. It either stays pur at 1 or skips all the way to 10. We had a lot of discussion on it. we thought it was the governor control motor, the fly wheel, and the lines. But now we're leaning towards the circuit board in the front panel.

Was hoping for opinions.
