bypass valve

bought the 2012--304e almost a year ago. earlier this year installed a hydraulic thumb and rotated the bypass valve handle to the down position, works fine. but now the handle wont budge, was hoping to install a mower deck later and will need to rotate the valve handle to right for continuos flow. anyone had this problem, hope i dont have to replace the valve no telling what they sell for. thanks..
