Is it possible that those "Capstan Heads" were used for drive belts much like in old factory pictures. That might explain why there is one on each drum? Just a WAG on my part, but back in the day, most machinery was driven by wide leather belting.

I would guess that they were used to pull haywire and other general chores around the landing.
