My neighbor stated that after about 30 minutes the right foot brake quits working. Before we get started, I know he should not be steering with the foot brake. Checked the master cylinder, it is not bypassing or leaking. It is building pressure. I have ordered a manual, but was wondering if this could be an adjustment issue or much deeper? Any opinions? Thanks for the help.

Why can't you steer with the foot brake , its a clutch brake machine. Two things the slave cylinder is bad or the brakes are worn out. Slave cylinder is no big deal. People put brake fluid in these and it ruins the seals.
