1965 Austin Western 300 super Circle cylinders

Was wondering if any one knows how to adjust the spools in the circle cylinders for the rotation of the blade? Had the cylinder rebuilt and i do not think he put the adjusters screws back in the right position. the left side rod moves and but the right side did not and they bind up.
