120H Grader implements are slow

We are facing problem in 120H grader, steering is fine, but the implements are slow, the pump is not upstroking unlessthe steering is operated. We cleaned the combination valve & changed the signal purge valve. But still the problem exists.

some questions
if you operate the functions one at a time is there one or more functions that are OK?
did you clean, check and reseal the resolver valve in the combination valve for the steering/implement signal ?
have you checked low pressure standby and margin pressure?
