I have a grove rt-58c,,,all new brake componets,
    new linings,wheel cylinders,lines,master cylinder
and so on..ihave brakes only when pedal is pumped up.
As soon as the pedal is released and set for a few it again
has to be pumped to get pedal. Ihave only fluid spraying out at each
    wheel.....any advise?

Check brake adjustment , If the shoes are having to travel to far you will get that kind of action .
