    I don't even remember that hole being tapped, threaded. I think they had to have tapped it in order to put the bolt in. Back it out. see if they jammed another ball in that hole or something. After that, remove it and test.

    That's pretty much why we used it. Not high voltage though. I was an airplane electrician. We used it on plugs because in the high altitudes freezing makes the pins shrink a little and lose connection.

    You are right on! It seems that you 'know' the machine and who owned it, so you would likely know if it had been swamped or somthing like that. head gasket and stuff. But you are pretty close to this machine so there should be nothing like that going on.
