I'm having trouble with my machine, when operating on H/O or G/O mode, with the throttle wide open the machine will LOAP. I can lower the throttle 3 notches and the LOAP will quit. Can someone give me advise on this?

There's a couple things I can suggest.
Make sure your hydraulic reservoir is at the full level. If it were low and the pump was grabbing air at high rpm, it would cause this.
Make sure your fuel filter does not need replaced. Restricted fuel flow would cause this too. If the fuel filter's ok, then start checking the rest of the fuel system for proper fuel delivery.
You may be bouncing off the engine governor too. It might need some adjustment, though I don't know how to do it.

I think it's spelled lope (which doesn't really make any difference, except that someone may not be 100% sure of what the question is). The dictionary definition is "to run or ride with a steady, easy gait". That doesn't describe anything an excavator will do though. When I've heard the term used to describe an engine's performance, it has meant that rather than holding a steady RPM, it'll gain and lose RPMs in a sorta cyclical fashion, without regard to the load that's being put on it or the throttle setting.
Like, "VRRMMMMM....ummmmmm...VRRMMMMM...ummmmmm..."

Is that a fair description of the problem?

I talked with someone today that said that it was probably the governor, but could not tell me if it could be adjusted without taking it into the shop,,,,anyone know anything about a PC 200 LC-6 governor????

on my 690 deere and my 210 hyundai, there is a sensor on the flywheel that tells the computer how to deliver fuel, adjust hydraulic pump...my 690 was doing exactly what you said, and i replaced that sensor, VERY easy to replace, and only $20....problem solved
